So if this is a 90 degree Vtwin longitudinal crank, why isn't it predecessor to the original V7? 

Designed by different engineers. Ing. Guilio Carcano has been emphatic (as was Umberto Todero) that the Mulo engine had naught to do with the V700 motorcycle engine they designed, outside of the V configuration.

Water? It could well have been intended for use as a beer pump.

As to Hondas, here is the nicest CX cafe I have seen. 53 Motorcycles in the UK.

Kudos to author Robert Smith for getting the origins of the Moto Guzzi big twin right in this December, 2020, article on an interesting Eldorado for Motorcycle Classics magazine:
