You can eliminate the off-throttle issue with a PCIII with the following settings from 0, 2, and 4 throttle position and the rpm increments starts at 500 rpm with increments of 250 rpm. Leave the rest alone (the way you had it set). If you have a PCIII w/o usb, just match the the following RPM range set-up. This is for any options (stucchi x-over, pipes, etc). Just try it!

So where'd you hear/experience this sillyness? Joking of course... the roll-off/on mod you listed works great for smoothing on/off throttle transitions at higher rpms (that abrupt light switch throttle input some of you have experienced). Most all of the maps I supply to folks has this mod done. You are off on your throttle percentages, but the (my personal) values are correct... They should be plugged into 0, 2 & 5%.
