Under that legislation, it would be illegal for me drive my bone stock Ural down the dirt driveway to my house because it could considered an off-road vehicle. Hey... we voted for it. There's people around here that can't even paint thier house without going to the historic society and getting the color approved. We've got a similar thing going on with unsurfaced roads in the UK.
